Irregularities in land allotment: CBI registers cases against ex-Delhi govt, DDA officials

The beneficiaries of such allotments allegedly impersonated as the owners of acquired land, whereas no land was acquired from such beneficiaries under the scheme.

NEW DELHI: CBI has registered two cases against former officials of Delhi government and Delhi Development Authority (DDA) for alleged irregularities in allotment of residential plots.

CBI, after registering the cases, carried out searches at eight places in this connection.

The agency alleged that certain officials of DDA's Land and Building Department conspired with some private persons and issued fraudulent recommendation letters in the name of non-existent or pseudonymous persons for allotment of alternative plot under the welfare scheme launched by the Delhi government.

The scheme was meant for rehabilitation of agriculturists whose lands were acquired by the government.

In furtherance to the criminal conspiracy, the officials of L and B Department (Alternative Section) had allegedly submitted forged documents before a committee which approved the recommendation of allotment of alternative plots in the name of non-existent persons.

Based on recommendations, DDA allotted alternative plots under posh Dwarka Residential schemes of DDA, the CBI said.

The beneficiaries of such allotments allegedly impersonated as the owners of acquired land, whereas no land was acquired from such beneficiaries under the scheme.

CBI has named the then Deputy Secretary (Alternative) H R Sapra (now retired), Swarn Singh Malih, Upper Division Clerk (retired), private persons Neeru Kumar Gupta and Suman in the first FIR registered under various sections of Indian Penal Code and Prevention of Corruption Act. The period of offence was 1998-99.

The second case has been registered against the then Deputy Director Badarul Islam (now retired), Malih, Suresh Chand Kaushik (dealing officer, now a DDA official) and two private persons Satish and Pankaj. The period of offence was 2002-03.
